Quick answer: The core fresh-ladder ladder of runewords is Stealth (lvl 17) → Spirit and Lore (lvl 25–27) → Insight for your mercenary (lvl 27) → Smoke (lvl 37) → Treachery for the mercenary (lvl 43), with a Spirit monarch and Infinity as endgame goals. The runewords-by-level table

This table lists the established leveling and midgame runewords in Diablo II: Resurrected, ordered by the level requirement of the highest rune in each recipe — which is what actually gates when you can equip them. Rune order matters: socket the runes into a gray (socketed, non-magical) base in exactly the order shown.

Runeword Runes Level Base Why it's good
Steel Tir + El 13 Sword, axe or mace First real damage upgrade for any melee character; runes drop in Normal.
Malice Ith + El + Eth 15 Melee weapon Open Wounds shred early bosses, especially Normal Diablo and Baal.
Stealth Tal + Eth 17 2-socket body armor The universal leveling armor: faster cast rate, run/walk and hit recovery in one cheap package.
Zephyr Ort + Eth 21 Missile weapon Budget bow/crossbow option for Amazons and bow mercenaries through Normal and Nightmare.
Spirit Tal + Thul + Ort + Amn 25 Sword or shield Best-in-slot caster weapon through Hell: +2 skills, huge faster cast rate and mana.
Lore Ort + Sol 27 2-socket helm +1 all skills and lightning resist; the default caster helm until endgame options drop.
Insight Ral + Tir + Tal + Sol 27 Polearm or staff Give it to your Act 2 mercenary — the Meditation aura solves mana for the whole party.
Rhyme Shael + Eth 29 2-socket shield Cannot be Frozen plus magic find and resists; a great off-hand for shield users.
Smoke Nef + Lum 37 2-socket body armor Big all-resist boost that carries you through Nightmare and into Hell.
Treachery Shael + Thul + Lem 43 3-socket body armor The classic mercenary armor — attack speed plus the Fade proc keeps your merc alive.
Spirit (monarch) Tal + Thul + Ort + Amn 54+ 4-socket monarch shield The endgame caster shield; monarchs only drop from late Nightmare and Hell.
Infinity Ber + Mal + Ber + Ist 63 4-socket polearm The endgame mercenary weapon: Conviction aura breaks most elemental immunities.

Early game (levels 1–30): Normal difficulty

Your first stop for runes is the Countess in the Black Marsh (Act 1), whose special rune drop table covers everything you need through the mid-20s. A few Normal runs reliably produce the Tir, El, Tal, Eth and Ith runes behind Steel, Malice and Stealth. Stealth is the single biggest power spike in this bracket — most classes wear it deep into Nightmare.

Shop for bases as you go: Charsi in Act 1 and Fara in Act 2 sell socketed armor and weapons early on, and any gray item with the right socket count works. If a base has too few sockets, Larzuk's Act 5 quest reward adds the maximum number of sockets the item type allows, so save that quest for a base you actually plan to keep.

Melee characters should grab Steel or Malice in whatever weapon type their build uses; casters can skip weapons entirely until Spirit. Amazons are the exception — Zephyr at 21 is the budget pick if no good unique bow has dropped.

Mid game (levels 25–45): the Spirit/Insight core

The Tal + Thul + Ort + Amn set for Spirit drops regularly from Nightmare Countess, and a 4-socket crystal sword or broad sword from Normal Act 5 (or the Secret Cow Level) is the standard base — Larzuk will socket a normal crystal sword to 4 sockets if it dropped in the right areas. Spirit sword plus Lore helm plus Stealth armor is the classic "ready for Nightmare" caster setup, and it stays relevant well into Hell.

Insight is the other half of the midgame core. Put Ral + Tir + Tal + Sol into a 4-socket polearm on your Act 2 mercenary and the Meditation aura effectively removes mana as a constraint, which speeds up everything from leveling to farming runs. Non-polearm classes can hand the mercenary a staff version instead if strength is an issue.

Rhyme (29) and Smoke (37) are your defensive patches: Smoke's resists blunt the Nightmare and Hell resistance penalties, and Rhyme's Cannot be Frozen is a quiet quality-of-life upgrade for anyone using a shield. Treachery at 43 is the mercenary armor you will use until endgame wealth arrives.

Endgame goals: Spirit monarch and Infinity

Two items define the long-term runeword chase for most builds. The first is Spirit in a monarch shield — monarchs are the lowest-strength shields that can roll 4 sockets, they only drop from late Nightmare onward, and a Spirit monarch is the default caster shield for much of the endgame. The second is Infinity, whose Conviction aura breaks the elemental immunities that otherwise wall lightning and fire builds in Hell.

Infinity's two Ber runes are genuinely rare — expect them to be a long-term farming or trading goal rather than something you finish in week one of a ladder. Until then, the midgame core above clears all of Hell comfortably, which is exactly why the level-ordered ladder matters more than the endgame wish list on a fresh start.

The full runeword list — 99 entries including the Reign of the Warlock additions — keeps growing with each patch. The table above covers the ladder essentials that matter from level 13 onward, which is where fresh-start races are actually won.

What about the new Reign of the Warlock runewords?

Patch 3.0 added five new runewords — Authority, Coven, Void, Vigilance and Ritual — alongside the Warlock class. Their exact level requirements and best bases are covered on our Infernal Edition runewords page rather than here, so this table stays limited to the established classic set.

If you are leveling the new class specifically, our Warlock runewords guide explains which of the new and classic runewords fit the class best.

Getting the right socket count

Runewords only form in non-magical socketed items with the exact socket count, and socketing mistakes permanently waste runes. The two reliable tools are Larzuk's quest reward (always adds the maximum sockets for that item and its drop level) and the Horadric Cube socketing recipes for normal items. Our how to add sockets guide walks through both, including which item levels produce 4-socket crystal swords and polearms.
